Committees
 

BCCAT has 3 permanent standing committees, the Education Committee, the Membership Committee and the Nominating Committee. BCCAT has also established non-standing committees to coordinate the annual conference, to address policy and research issues, and to handle publications and communications. The mandate and key activities of each committee are set out below. Each committee is composed of members in good standing, including at least one Director. Each committee reports to the Board of Directors and any costs related to its activities require prior approval by the Board. The President of BCCAT is an ex officio member of all committees.

STANDING COMMITTEES

Education Committee

The Education Committee is responsible for promoting and assisting in the education and training of tribunal members and staff by developing and offering several courses throughout the year. The Education Committee strives to offer consistent and high quality programs, which are intended to be accessible, affordable, practical and relevant to the administrative justice community. Courses offered include:

  • AJ1 Administrative Justice - Practice and Procedure for Decision Makers,
  • AJ2 Administrative Justice - Practice and Procedure for Decision Makers in Educational Institutions
  • AJ3 Administrative Justice - Practice and Procedure for Decision makers in Professional Regulatory Agencies.
  • AJ4 Administrative Justice - Practice and Procedure for Staff Members and Auxiliaries
  • Hearing Skills Workshop
  • Decision Writing Workshop

Nominating Committee

The Nominating Committee is responsible for soliciting and putting forward nominations to the Board of Directors at the Annual General Meeting or to fill vacancies during a term of office. The Nominating Committee may be required to solicit committee membership from time to time. It works with the Membership Committee as required.

Membership Committee

The Membership Committee is responsible for exploring and implementing strategies for maintaining and expanding membership in BCCAT. It keeps accurate records of membership and publishes and distributes an up to date membership directory in cooperation with the Publication and Communication Committee. It acts as a conduit for input from BCCAT members to the Board of Directors regarding members' level of satisfaction with their membership. It also acts as a resource for BCCAT committees in securing potential committee members.

NON-STANDING COMMITTEES

Publication and Communication Committee

The Publication and Communication Committee is committee is responsible for providing instruments for communication to ensure that the membership is kept informed of BCCAT's activities and issues related to administrative law and administrative tribunals, and coordinating BCCAT's publication needs. Key roles include establishing procedures for dissemination of information through a variety of forms; responsibility for maintenance of the website and its content; preparing a quarterly newsletter for distribution; maintaining a promotional brochure on BCCAT and its activities; publishing information inviting nominations for the Recognition Award; developing new vehicles for the dissemination of information; and acting as an editorial board with respect to articles, notices and other information included in BCCAT publications (newsletter, web site, brochures and journals). Note that responsibility for routine communications or acting as the spokesperson in dealing with outside agencies on policy issues rests with the Executive, President, or, as approved by the Directors, the appropriate committee chair (or designate).

Policy and Research Committee

The Policy and Research Committee is responsible for promoting consistency, effectiveness and fairness in the administrative justice system and assisting in addressing common concerns of tribunal members. It identifies, researches and analyzes issues related to administrative tribunals and their members including conflict of interest and conduct guidelines, and the independence and accountability of tribunals. In l999 the Policy and Research Committee produced a research paper titled Report on Independence, Accountability and Appointment Processes in British Columbia Tribunals and it developed a paper titled Administrative Justice in BC - Ensuring Fairness and Accountability March 2002, which was submitted to the Administrative Justice Project. The Policy and Research Committee is also BCCAT's liaison with the Administrative Justice Office.

Annual Conference Committee

The Annual Conference Committee is responsible for facilitating the sharing of professional information, experience and expertise from within the membership and addressing common concerns of members on issues relating to the administrative justice system by sponsoring an annual conference.
